On iPhone: Settings > General > iPhone Storage

On Mac: check the storage overview
System Settings > General > Storage shows usage by category. Voice Memos audio on the Mac lives inside an app-managed container folder, so it typically appears within app or document categories rather than as its own line.
Check the iCloud side too
Settings > your name > iCloud > Manage Account Storage shows what Voice Memos is using in iCloud, which counts against your iCloud plan rather than device storage.
People hoard Voice Memos storage for a good reason: the delete behavior has real teeth. If iCloud sync is on, deleting a recording on your iPhone deletes it from your Mac and every other device too, because they are all views of the same iCloud library. Recently Deleted holds recordings for a grace period (30 days by default; the Voice Memos app has a Clear Deleted setting that can shorten or extend it), and after that they are gone. There is no deep trash can behind it.
Deleting is only scary when the app holds the only copy. Make the archive first, and cleanup becomes routine.
Get everything synced to your Mac
Turn on Voice Memos in iCloud settings on both devices and let the Mac download the full library. Recordings you archive from the Mac must actually be there first.
Create an archive outside the app
Export every recording to a normal folder: copied audio files plus, ideally, transcripts and a record of titles and dates. This folder is now independent of Apple's app and of iCloud.
Verify before you trust it
Spot-check that files play, and confirm the archive's count roughly matches the app's. Checking a few files now is what makes the copies safe to rely on later.
